Stressed - has stress, stress is affecting him
Stressful - causes stress
He is stressed because he has a stressful job.

The same as the difference between "interesting" and "interested" or "boring" and "bored".
-ing and -ful: 让别人觉得这样
-ed: 自己觉得这样
This test is very stressful. It makes me feel very stressed.
First dates are very stressful for everyone involved.
I felt stressed at the job interview.
The teacher is very boring. When he talks, all of his students are bored.
