Some synonyms of the word " outgoing " are extrovert , communicative , open , sociable
so the opposite could be introvert as well.
But timid and shy characterizes people who are slow to act because of lack of confidence rather than those who are reserved because they are self-centered . So the opposite of timid and shy would be not outgoing but rather bold ,confident etc.
