I think John's first guess is pretty much right.
An anchor holds a boat in one place, while a mast allows it to raise sails to catch the wind and go wherever the wind blows.
So the saying means that your home should not be a place that prevents you from moving or growing or living freely, but it should be a place that allows you be carried to new places by the winds of opportunity and adventure and new life.

Sounds like it comes from literature, I don't know what it means

where is the rest of the paragraph?
without it we can only guess or do a google search to find the full context.
With no full context our corrections will be conjecture only.
assuming it is not a religious text.
it may mean your house shall not be a place where you are anchored, but rather a place where you can grow and develop everything and anything you desire. Your future life, hopes, wishes, dreams human relationships, spiritual enlightenment etc.
I am going to find the full text now via an internet search, but whatever happens I will not add nor subtract anything from my answer.
