The use of pivot/pivoting here is an obscure technical term used to describe similarity matching algorithms; my guess is that your text comes from the technical description of a security product such as a SIEM tool, and the manufacturer is describing a product feature which uses it.

General language forums such as Italki are not a good place to acquire advanced technical knowledge: suitable internet resources include Google and stackexchange, if you find these too difficult I would suggest Coursera or a 'meat' university instead.

I suspect that it is using 'pivot' in the same sense as a 'pivot table' in Excel, suggesting that it is a way to summarise the data, or perhaps to perform multivariate analysis. 
Note (a)  that the sentence is not particularly native English - I think that 'search' should be 'searches', and (b) if you search 'functional similarity pivoting' as a phrase, that sentence is the only match that comes up, which suggests that it is a phrase that they have invented.
