fifty million wogs can't be wrong??

PC Vetter waved PC Farnham forward and Sergeant Raymond, who had looked around at once when he heard the American woman's semi-hysterical voiuce, back. Raymond, who liked breaking pickpocketers' fingers like breadsticks("Aw, c'mon, mate," he's say if asked to justify this extra-legal proceding, "fifty million wogs can't be wrong."), was not the man for a hysterical woman.
I wonder what 'fifty million wogs can't be wrong' means here.
