"in lieu of" is very formal, and usually used in a professional setting. "instead of" is very common and casual

Instead of taking the train, I took the bus.
The train service was cancelled, so buses were provided in lieu of normal train services.
There is a shift from a casual comment by a person taking public transport, to the formal announcement by the train service provide that is making sure passengers have an alternative service.
