The answer is D, "came." The phrase "to come as a shock" is idiomatic. If something "comes as a shock" to someone, it surprises them because it was not what they expected. It's usually used for describing a situation that is much worse or more negative than what was expected, though it doesn't have to be negative. "The price came as a shock to me" would usually mean that the price was much higher than what I was expecting.
