Was to be Today, I have found this structure I've never seen before "A wreath WAS TO BE laid in remembrance of the glacier" Isn't enough to say "was laid"? Why to put "to be" between them? _____________ Thank you for lighting me about this

"A wreath was laid..." means that it actually happened. "A wreath was to be laid..." means that it was intended, but that it didn't actually happen. **Thank you for enlightening me about this.** <--careful with the spelling of "enlightening".
