And I you? (B saying something to make A feel better) A: I hate you less now. B: And I you. What is "And I you"? I hate you less now too"? I've never seen this before. How common is it? Thank you.

Yes, that’s what it means. It is formal (stilted, even), old-fashioned, and uncommon.

I believe it isn't common. More common way of saying it would be "I feel the same way about you".
