「って」 is a hard-to-explain particle in Japanese grammar.
It has lots of usage.
「中国って広いよね」
「山田さんって誰のこと?」
「どうするかって、決まってるだろ」
「君、大学生になったんだってね」
「いい話って何かしら」
「ニュースでは雨は降らないってさ」
「男ってヤツはまったくどうしようもないねえ」

It is a broken sound of 「と」, a marker for kind of a quotation.
「何を見ているのか」と聞く -> 「何を見ているのか」って聞く
なにを見てるかって?
= 「何を見てるか」と?
= 「何を見てるか」と(聞いているのか)?
