What’s the difference between REVISE and AMEND? I’m an urban planner. I did an urban plan, and years after, I found there were something I didn’t consider. Then I redid it. The second edition is called a REVISED PLAN or an AMENDMENT PLAN? Thank you!

We usually say revised plan. This is more appropriate for everyday situations.

A revision is more informal. An amended plan (not an amendment plan) would be a change made as a result of some kind of more formal process.

Revising is used for printed or written work: Or to go over something again to gain more knowledge. So it will not be used for something you planned or did years earlier and wanted to change. That would be an amendment or alteration. Amend to make small changes to a text to make it fairer (in legal terms) or to put right if things had gone wrong. But for your context it could be either revise or amend.
