" I have been married". It is used here in the present perfect tense and is passive voice. It would be interesting to ascertain the context in which the speaker used this utterance, but I would say that the speaker was previously married and is now divorced or widowed. The sentence requires completion to give it 100% clarity.
It would have been better to say, " I have been married before". Now we know he/she is no longer married.
If the speaker said "I have been married for ten years" it would mean he/she was married for ten years and is still married.
If the person said, "I was married for ten years" it would mean he/she was married in the past and is now unmarried.
People can also speak rather lazily these days and the context of a conversation can sometimes assist to give a full and proper meaning to the listener, rather than a poorly used stand alone sentence.
