Both are good. You can study in Beijing Language and Culture University for skill improving. Also, you can use your spare time to go trip in Shanghai or other cities. It will help you a lot, both in learning language and comprehending Chinese culture.

The two are not in the same hierarchy/rank. Obvoiusly Fudan is much better in the comprehensive academic level and the Chinese Department of Fudan seems the second only after Beijing University，especially ancient Chinese. But, if you just wanted to learn Chinese language, Beijing Language and Culture University is better,because local people in Beijing usually speak Mandarin while the local people in Shanghai usually speak Shanghai dialect. Beijing Language and Culture University is only famous for the External Chinese Department(Chinese to foreign countries) and its main task is to train the bilingual teachers. Fudan University is much better than Beijing Language and Culture University to our Chinese students and of course one of the top in China. Beijing Language and Culture University is one of the second-class and its Chinese Department is just so so to us but many foreign students are studying in it. I hope it helps.

I basically agree with Mr. Jerrod. It depends on what major you choose. Fudan is a very good university in China, especially in art and science. Beijing Language and Culture University may be a good place to learn language.
