rude : 버릇없는, 예의없는, 무례한(don't have polite)
ignorant : 무식한, 아는게 없는(don't have knowledge)
When someone speak loudly in public place(likey bus or subway).
죄송하지만, 목소리 좀 낮춰 주시겠습니까? (Excuse me, can you talk lower voice?)

Some basic adjective verbs are:
무식하다, 못 배워먹다(informal), 무지하다(formal) = to be ignorant
버릇이 없다(for kids, young people), 예의가 없다, 예의도 모르다, 되먹지 못하다(informal), 상스럽다(like lowest class people behaved in medieval times) = to be rude
저 사람 무식해요. That person is ignorant.
저 사람은 못 배워먹어서 예의가 없어요. That person hasn't been able to learn so is rude.
저 사람은 되먹질(되먹지를) 못 했어. That person is rude.
쟤는 버릇이 없어. That kid/person is rude.
쟤는 예의도 몰라. That kid/person doesn't know how to behave in an acceptable/couth way = rude
난 상스러운 인간하곤 상대 안 해. I don't deal with rude person.
(Note: Calling someone or some specific people '인간' is an insult)
This one is a colloquial way of saying it:
저 사람은 쥐뿔도 아는 게 없고 되먹지 못한 데다가 혼자만의 세계에 빠져서 살아.
That person doesn't know such a thing and is rude, and lives in his/her imaginary world.
Hope it helps!

I find myself wondering why you need to say this, but wise enough not to ask :)
