Usually if we use rate as a verb, it means to assess something's rating or level: 評價. Rating is a noun, meaning 評級. ( but careful - if you said, "I am rating" it would mean 我正在評價 ! ) "rate" has different meanings. chinese is much more precise than english. in english, words have different meanings depending on the context. 等級 = rating (or maybe rate!) 率 = rate 速度 = speed (or rate!)

"Rate" is a verb and "rating" is a noun. Both are usually related to some sort of scale. Here are some examples: VERB: Please rate the quality of the food at this restaurant. (for example, on a scale of 1 to 10, how good was the food?) NOUN: This restaurant has a very good rating. (meaning other people have already rated the quality of the restaurant very high.)
