The word 'pool' refers to a betting pool. This is a form of gambling in which different people put a fixed amount of money into a 'pot' and predict a particular outcome such as a sports result or that something is going to happen. The money is later divided between those who made the correct prediction. Obviously in this case some people working for the FBI are 'placing bets' on a possible future event.
