Good asnwers from the others. Also, I think you mean TYPE instead of TIME. In the US we'd probably call them cleats, though they don't quite look like most cleats I've seen.

At first glance i was going to say "football boots" (UK english). but they look rather odd.
The nobbly bits on the bottom are known as "studs" or "cleats".
I do wonder what sport they are for though! sorry i cannot help with that detail

In the US not only are the things on the bottom called "cleats", but that's also what the shoes are called.
