Question:I guess: The "that" here is a relative pronoun , introducing a relative clause : that has a coating of sand on it. The pronoun "it" here refers to the noun "(the strong) paper". Is my guess grammatically correct?

I just want to ask if "in a manner it deems appropriate" is polite way to say. I want to write a letter asking someone to deliver the news and I should write politely. If I write "I would appreciate it if your team could convey this to Mr. A in a manner it deems appropriate" would this be correct and polite?
