狐假虎威[hú jiǎ hǔ wēi]：fox/fake/tiger/power 
搜捕 sōu bǔ：Search and arrest
野兽 yě shòu：beast；wild animals
违背 wéi bèi：violate; go against; run counter to
旨意zhǐ yì：order; decree; intention
信以为真 xìn yǐ wéi zhēn：take sth. for gospel truth；accept sth. as true
This idiom means relying on another's power to bully or frighten others.
