Yeah, it means someone is very happy. It doesn't really make sense though, i.e. how happiness is related to dying. Some expressions are like that.

It's an over exaggerated feeling of excitement.
Like, when you meet someone that is very handsome/cute:
"[Person] is so handsome/cute I could melt."
