‘To dog’ is a verb meaning to follow with a suggestion of hindering or bothering.
To use a simpler sentence:
Being born into poverty seems to dog people throughout their lives.
It seems more natural to put the time period at the end.
… seems to dog the faltering steps of kings through history.
