"West" needs to be capitalized when it is used as the proper name for a part of the world.

"Western" is an adjective and "westerners" is a noun referring to western people. Another note is that "neighbours" is the UK and Australian spelling, while "neighbors" is the US spelling. This is just a regional difference, not a real mistake, depending on which kind of English you're learning. Don't forget to include "and" before the last list items. It is okay to omit the "and" sometimes in spoken English (often used as a rhetorical effect), but as a learner, it's good practice to include the "and."
