What does "it was a confusion of action and inaction" mean? "As for Fort Union itself, it was a confusion of action and inaction, a small garrison inhabited mostly by men."

It was very disorganised - at least militarily, I suppose...

It’s not that precise but saying that there is a confusion of two things (very rare or literary) means that both were present and that this was disturbing to the men.
