I think there could be a few reasons why some people get promoted. Firstly, when people show that they have the skills for a higher position. For example, they have the knowledge, the experience and the motivation. Secondly, people could get promoted if they have shown that they can manage projects and people by themselves and also, they handle their current job perfectly.
