Is the correct sentence “They would have to start working right after the snow fell” or “They would have to start working right after the snow falls”? Is it conditional? If so, only the first one corresponds to the structure of the conditional

Neither is conditional. Both are looking forward from the past, so hypothetical.
Conditional...
If the snow fell, they would have to start working right after.
If snow falls, they will have to start working right away

The first one is past tense. The second one is present tense. It is conditional.
