It is using “read” as the past tense of read. It seems that the comment was already posted so the author used the past tense.
you can say,
“Mao must be portrayed as great and glorious. He must not be besmirched,” reads one popular comment.
which means the same thing but in the present.

It sounds like this is in the passive voice. Read (pronounced “reed”) becomes read (pronounced “red”) in the passive voice. Hope that helps!

This is a good question.
Asad''s example is correct.
The problem is that we spell the word "read" the same, even when we pronounce it differently.
You could say it in 2 ways:
Reads = (pronounced like reeeeeeeeeeeeeeds" )puts it in the present.
Read = ( pronounced like "red") puts it in the past.
Either one makes sense.
Our spelling system can be confusing sometimes.

It's similar to reported speech, so you're telling me about something someone else said, so it is in the past tense.
ReadS is a present tense form.
