Stubbly is used here as a synonym of incipient (barely starting to show).
According to Google, stubbles are either the cut stalks of cereal plants left sticking out of the ground after the grain is harvested, or the short, stiff hairs growing on a part of the body that has not been shaved for a while, especially on a man’s face.
