Could someone please please please explain to me :
Ce l’ho, Non ce l’ho.
Example:
Hai una matita?
Sì, ce l’ho. OR No, non ce l’ho.
What is up with the "ce"?????
Can't I respond: "Sì, l'ho." OR "No, non l'ho." - Does the word "ce" mean something in this case? Is it emphatic? Please help.

Don't worry, the word "ce" in this case needs just to give more emphasis to the subject.
You can choose whether to use it.
In Italy we are accustomed to use it frequently.
When you use the particle "ci" with the verb "to have" it reinforces possession a property when it refers to an object already named, like in your example.

It is absolutely imperative to avoid the confusion between "ce" and "c'è" (as wrongly suggested in one of the comments).
