What is the true meaning of this phrase?

I could not understand this part in specific "下す者がいるって事"
Why there is a "事"?

て事 is pointing 正義の裁きを下す者がいる

For example, we say 正義の裁きを下す者がいるって事を知ってる？

In this case we don't say 正義の裁きを下す者がいるを知ってる？

So I think て事 can replace a fact/thing.
