Yes, here it indicates exclamation. But note that this usage of 了 almost only occur in syntaxes like 太……了 or 最……了. And for the latter, the Subject is usually some person rather than something.
eg. 天气太好了。你太棒了。
eg. 我最喜欢春天了。小王最讨厌小张了。妈妈最关心我了。
It is possible, though, to hear people say things like 春天最暖和了 or 蚊子最讨厌了 (where the Subject is non-human). But be careful with such structure, because they might appear too emotional in some context.

It's used here to express an exclamation. It's a bit like the exclamation mark in  "TV series are my favorite!"
