I’d say both? I would add to that the accent from Australia, New Zealand, Canada, Southern Ireland, and so on! Not to mention all the regional and geographical nuances.
For me, an accent is more than a way of pronouncing a language. It reflects the regional culture, heritage, traditions and habits of each country. All this is very rich.
It is fascinating to note that from a common language, here English, an individual or a social group can develop it in a complete different way that adapts to its specificity. There's something creative in that!
So, bring on dialects and accents of all kinds, I love it!
