“折起”不是一个词，“三折”是一个名词，“起”是一个动词。
三折就是30% off
起就是“从...”
三折起 就是 “start from 30% off”

折= discount in %
起= up to
全面3折 = everything is 70% off
全面3折起 = Up to 70% off everything
Just use the biggest discount to attract customers.
