Don't worry, I really find this sentence kinda weird! Where did you find it?
Ser/ estar, in that sentence, are both correct but it is more common to say "son nuevos" / "eran nuevos" andit is more common to say "están viejos" / "ya estaban viejos".
I think you need to get used to this expressions gradualy where "ser/estar" is involved and then It'll come naturally to you understand it.
Dependiendo del país en donde estés pueden cambiar algunas cosas, así que mejor adáptate a lo que vayas leyendo y que se te diga que es gramaticalmente correcto.

It's a common expression to say that something is old but look like new, it that case means it looks like news..están como nuevos ..means there are news

Maybe the person means that the shoes are not new, but they "look" new. I'm a native Spanish speaker and I would never say that sentence.
