say or tell?

Hello everyone, I would like to understand the difference between say and tell, , when i have to use one and when the other one.

we use to say for refering to something and to tell when we are telling to someone. It´s the only difference. Look this examples:

He said that...

She tell me...

So "to tell" is always followed of a possesive determining.
