I want to learn English language , I have background and a lot of vocabulary , phrases and grammar but the gap in the fluency when I talking.

Make friend with people who dont speak your langugue, so you force yourself to speak English wheverever you talk.
Think in english, image contexts and talk to yourself in english.
Maybe it works. Practice makes perfect dear
