How to improve my English?

How to improve my English? I l doubt that it will. So far in my life, I have no chance to practice it orally.  english , No one talks to me. , what All I can do is just to recite the words and watch US teleplays TV. I think this these ways are not effective. I have no idea how to study English.  I have added some foreigners in native speakers on Skype. , We had planned to talk chat in this weekend ,but I don't know what kind of topics we can talk about. Do you have any suggestions? I 'm I'm afraid that I can't express my ideas accuratelyaccuracy. Oh, ,what should I do? ?
