About the language in Europe

I have a question about the language in Europe. In Europe,there are many languages. Like English,German,Italian,Russian etc. For a start For starters, I thought all Europeans can speak England  English very well but recently, I find found out some countries' people Some people from "Europe" can't speak well, or their English with has an accent. Oh, original not all countries have to learn English. I was wrong.
