I think the first one is better. The second one you can add some words, e.g (1)他晚上常常十二点就睡觉了/ (2)他晚上常常十二点才睡觉. (1) means that you think he/she goes to bed at 12 is too early. (2) means that you think you think he/she goes to bed at 12 is too late.
