Hi Clay!"Il est un lieu" sounds like a fairy tale, like "there is a wonderful place called Paris".:) To speak about a place and its characteristics, it's better to say "c'est un lieu" like '"c'est un village avec une magnifique église".I hope it will help you, see ya!
