par exemple :si je puisse réussir l'examen de français ,je peux aller en France .

Maybe you can understand it better, if you add the word "假如" or "如果" in front of "...的话",because both "假如" and "...的话" mean "if",and one of them can be neglected in one sentence,but sometimes "...的话" let the sentence sounds more fluent and native.

Hey, I could be wrong about this. But I think a lot of times "blah blah blah 的话" means "IF blah blah blah..."
