Does he mean this texture when he says lacy? But pancake's supposed to be smooth?

Not all pancakes are smooth.
There are lots of different types of pancakes. In England, a pancake is similar to a French crepe, which certainly should be lacy. If it's smooth, you're doing it wrong!
