Hi Mae, It seems to be rather an arcane term. It may even be a typo. I guess LGVs are local government volunteers. But, as ever, context is everything and this text lacks enough to offer clues to anyone who happens upon it without insider information. 85% of the problems students present on this site are due to the consequences of ignorance or ego (or both). So many offer snippets from texts they simply can't access to a qualitative degree. Driving this 'Frustration level' reading of texts is generally ignorance of cognitive develpment or poor judgement. I made up that 85% statistic: but it's my estimate of how many texts are presented that seem beyond the level of the student. Serious, trained, experienced educators know this insistence on using overly advanced materials is not an optimal learning strategy; students don't listen for some laughable self-defeating reason (probably, ego or bravado) to their teachers and half the 'teachers' here are actually seemingly completely ignorant of cognitive development; so the ignorance and bravado and ego perpetuate the inefficienct practices.
