What is the difference between 看过 and 看到? It seems to be a very simple thing, but I always forget the difference. How would you say "I looked at it this morning".

过 alone means 'to cross' or 'past' example: 过一个路口-pass an intersection. or 已经八点过了-its already passed 8:00! But when placed after a verb in Mandarin, it inidicates positive or negative experience 我听过这首歌 - I've listened to this song before. 我没去过中国-I haven't been to China. 看过 is more flexible than 看到. 看 alone means 'to think' 'see' or 'read' but 看到 means 'to catch sight of something' or to have a glimpse of something. 看过 means "has seen" or "has read" and can be used to emphasize other activities done in experience. using 看到: 我今天看到你的弟弟- I saw your little brother today. 当我走路的时候,我看到一只狗- I saw a dog while I walking. using看过 我看过这本杂志-I've read this magazine. 她很早起床了,所以 她上午看过两份报纸-She woke up early, so she read two newspapers in the morning. 他喜欢看书。他看过那本小说三次了。-He likes to read, he has read that novel three times. 他昨天看过这部电视节目-he saw this television show yesterday. Its not a coincidence that 看 means 'to read' in a sentence like 看书. The basic meaning of the character "看" is "to look at / to watch". Of course there are extensions. For example "看书" means to look at a book (in other words, to read a book), "照看" means to look after. But you can't say "看" is to read. It's just coincidence that they are the same thing when the object is a book. What does "过" and "到" mean? The character "过" itself means "go across" or "pass through". For example, "过河" means to go across a river. The basic meaning of "到" is "arrive". "我到北京了" means "I've arrived in Beijing." When you use "过" after do, it means you did something in the past, and it becomes a part of your experience. When you use "到" after do, it means you succeed at doing something. It tells you the result. So, "看" is merely the action of looking. ●"看到" means you see/find something. (emphasizing the result of looking) -他 看到 一列火车。 -He see/find a train. ●"看过" means in the past, you've seen/looked at something. (emphasizing the time) -他以前 看过 这列火车。 -He have seen this train before. -他看过了,什么都没看到。 -He have looked, but didn't see anything. Actually you can also say "看到过", which means you found/saw something before. (both what and when) -他在这里 看到过 一列火车。 -He saw/found a train here before.
