"to do" or "doing" after a verb
Besides rote learning, is there any ohter way to know if a verb should be followed by 'to do' or 'doing'?

If I understand the question correctly, you are asking whether the object of a verb should be an infinitive or a gerund (-ing form of a verb used as a noun). No, I do not believe there is a practical way to know which to use, other than rote learning. Some verbs take the infinitive form and some take the gerund form, although it seems phrasal verbs always take a gerund.
