If you are using Microsoft Word, Ctrl-Shift-: (colon), followed by 'u'.
However, most sites accept a 'v' in pinyin in place of the 'ü' - called 'u-umlaut' officially, but 'u with dots' is understood.
For example 旅 could be written lǚ or lv3.
