Answer

So you say = I don't believe what you say/ I don't agree with what you say.  You may say that, but I don't.
"So YOU say" is usually the inflection

So you say: Those are your words.  They do not represent what he feels to be fact.  They can not be his words, or the words of many people in his opinion, just you.  He wants you to realize that his experience does not match your words.
