You may indeed say rainier or rainiest. I admit it sounds strange to me, but there is nothing wrong with the grammar.

They are both in the dictionary. However, it depends on how you want to phrase the sentence.
London is rainier than Paris.
London is the rainiest city.
In my experience these words are rarely used.
It would be more local to say:
London has the most rainfall.
London has more annual rainfall than Paris.
