It's not really all that awkward. To be wamly welcomed means that your presence is really appreciated and the people that you're joining are truly glad you have come. Warm and cold are being used here as ways to describe the reactions of the people you're joining. If you walked into a room and everyone just stared at you with faces of anger, that would be getting a cold welcome.
