What's the difference between. call him in and call him?

call him = phone him
to call someone in = to get someone to come (into your office or something)
The manager called me into his office to talk about why I was late for work.
The company called in all the top applicants for interviews.
Top applicants will be called in to attend an interview.
You can see from the examples that sometimes the sense of the phrasal verb is "to get invited into a meeting" and sometimes it's "to be told/order to come to a meeting"
