Hmm, they are close in meaning, but I would say that tackling or addressing a problem means taking action to solve it. Approaching a problem involves thinking about solving it without necessarily acting yet.

"Social problems will persist if we don't address the root causes of the issue"
"There are many possible ways to approach the issue".
